Only empty playlists show up in the 'Playlists' window found in the Music tab at iTunes/Devices/(my iPods or iPhone).
Smart playlists show up in this window regardless of whether or not they contain content. However, playlists that are not smart playlists only display in this window when they are empty.
I've trying restoring my iPod and removing/renaming the playlists. The issue persists.
The issue persists across two iPod Nanos (older model and newer model) and my iPhone.

Nevermind. You gotta configure checkboxes and etc. found at the "Podcasts" tab before the playlists will sync to the iPod. Thanks for NOT including instructions that cover this change in functionality in your 'Welcome to iTunes 9' presentation, Apple. Love your products, don't love your twenty five year insistence that users either read your mind or devote a morning to poking around aimlessly with new software.
